IP TTL can be set to 0
Issue
- Attempting to set TTL to 0 on RHEL5 correctly results in the error message "
can't set unicast time-to-live: Invalid argument", however RHEL6 incorrectly accepts TTL 0.

- Red Hat Enterprise Linux 6.0 to 6.3
- IPv4 networking
