Satellite 6 で Error during manifest import "Failed to import archive" が発生する

Issue

• 新しい Satellite マニフェストファイルをインポートする時にエラーが発生します。
• Satellite 6 にマニフェストをインポートしようとすると、/var/log/foreman/production.log に以下のエラーが発生します。
