Xen 'xm vcpu-pin' does not work
Issue
Xen 'xm vcpu-pin' does not work when setting Domain 0 to specific CPUs (note it does work when setting other guest domains to specific CPUs)
# /usr/sbin/xm vcpu-pin 0 0 0
Error: (22, 'Invalid argument')
Usage: xm vcpu-pin <Domain> <VCPU> <CPUs>Set which CPUs a VCPU can use.
