RHEL 7 network does not start and NetworkManager consumes too much CPU when using teaming and VLANs

Issue

A host configured to use VLANs on top of a team interface will not activate the network properly on boot. NetworkManager is stuck in uninterruptible state consuming 100% of CPU.
