Geo-Replication is passive for volume on both bricks

Issue

The volume is geo-replicated to a 2-node cluster. The status of the geo-rep session is "passive" for both bricks. The geo-rep session for the gluster volume
was stopped and restarted, but the status is still passive. There is no Active session.

The following errors are in the logs:

[2017-02-07 18:58:36.131516] I [master(<Brick2>):459:mgmt_lock] _GMaster: Didn't get lock : <Brick2> : Becoming PASSIVE
