[Satellite6] Repos missing newly synced packages after upgrade from 6.1

Issue

• upgraded from 6.1 to 6.2
• since that time, synced previously published repos
• the repos dont show to their clients newly synced content from CDN/elsewhere
• Content Views containing those repos (and published after the repo sync) are affected by the same - they offer just the pre-upgrade content
• however, WebUI shows proper number of packages, including the new ones
• relevant repositories under /var/lib/pulp/published/yum/master/yum_distributor show the old/wrong number of packages, only
