Why are instances being created on a controller in OpenStack HA environment?

Issue

• New instances are being created on a controller instead of compute nodes
• nova service-list shows nova-compute service running on controllers
• Instances are getting provisioned on controller nodes
• Why are the controllers acting as hypervisors in a highly-available OpenStack environment?
