When a monitor node who is also an osd node is shut down the cluster does not recognize that the osds are down

Issue

• When in the environment where MONs are co-located with OSDs, such node is being shut down, osds on this node are not recognized as down, even when monitor leaves quorum and is correctly recognized as unreachable.
