RHDS The tab 'Users and Groups' is not visible to all Console Administrators

Issue

• We have update 389-ds-base from 1.3.4 to 1.3.5.10-12 rpm but 389-ds-console is not updated and is still 389-ds-console-1.2.12-1
• When we login with user 'cn=Directory Manager' we got the tab 'Users and Groups' next to 'Servers and Applications'
• When we login in with another user (like uid=dbadmin,ou=Administrators,ou=TopologyManagement,o=NetscapeRoot) we only see the tab 'Servers and Applications' and not the tab 'Users and Groups'
• Before the update this tab was shown
