OpenShift 3 builds get stuck with a status of New.

Issue

• When I started a new s2i build the build never starts, it just gets stuck showing as "New" status.
• All of my builds are taking a long time to start, I see all the builds hang around in a "New" status for 5+ minutes.
• I am running OpenShift 3.3 and I see high CPU usage on the controller and builds are not starting, I see them with oc get builds but they are all showing a status of "New"
