RHEL5.8: Unable to set cpu frequency on XEN kernels

Issue

  • When the userspace governor is used, it is not possible to set the cpu frequency using cpufreq-set
  • The cpuspeed service is not setting the cpu frequency, they stay at maximum frequency

Environment

  • Red Hat Enterprise Linux (RHEL) 5.8
  • kernel-xen in use
  • kernel-xen versions >2.6.18-308
  • kernel-xen versions <2.6.18-348
