When using ldif2db.pl to restore IdM/IPA/RHDS data I receive "ldap_add: No such object (32)"

Issue

When trying to restore LDAP data into Red Hat Identity Management (IdM) or Red Hat Directory Server (RHDS) using ldif2db.pl I receive the following error:

# ./ldif2db.pl -D "cn=directory manager" -w - \
>     -i /var/lib/dirsrv/slapd-EXAMPLE-ORG/bak/userroot.03012013.ldif \
>     -n EXAMPLE-ORG 
Bind Password: 
adding new entry "cn=import_2013_1_1_12_23_42, cn=import, cn=tasks, cn=config" 
ldap_add: No such object (32)
