Deployment validation for number of processes fails in Red Hat OpenStack Platform 10

Issue

During the pre-deployment validation using UI, check number of processes running on undercloud failed.

E.g., one of the error messages is:

ask 'Verify the number of running processes per OpenStack service' failed:
Host: localhost
Message: There are 9 nova-api processes running. Having more than 8 risks running out of memory.

Task 'Verify the number of running processes per OpenStack service' failed:
Host: localhost
Message: There are 9 swift-proxy-server processes running. Having more than 8 risks running out of memory.
