puppet-neutron configuration uses KEYSTONE section instead of keystone_authtoken

- When deploying with opencontrail environement,
/etc/neutron/plugins/opencontrail/ContrailPlugin.iniis not properly configured - The keystone authentication section of the config file is set incorrectly
