openvswitch agents reported down after controller reset
Issue
- Openvswitch agents are being reports as down for 10 minutes after all reset controllers come back online
- After rebooting all controllers, the openvswitch agents on computes seem to time out for 10 minutes before sync'ing back up
- Connections timing out on compute nodes after complete controller reset
