openvswitch agents reported down after controller reset

Issue

Openvswitch agents are being reports as down for 10 minutes after all reset controllers come back online
After rebooting all controllers, the openvswitch agents on computes seem to time out for 10 minutes before sync'ing back up
Connections timing out on compute nodes after complete controller reset
