[Satellite 6.2] Red Hat repository sync stuck and katello_event_queue reporting 0 consumers

Issue

Synchronization of Red Hat repositories to Satellite server gets stuck and will not move even when trying to re-sync it. The katello_event_queue is reporting 0 consumers:
