Sendmail .forward file configuration is not working

Issue

I have added the .forward file with the correct address, but I have not been able to forward emails to the external address. The emails reside in the user's mailbox.
/var/log/maillog shows the following:

Jan  1 20:28:31 host sendmail[4698]: r024SV3n004697: forward /root/.forward: Permission denied
Jan  2 04:29:04 host sendmail[6239]: r02CT4PB006238: forward /root/.forward: Permission denied
