Exported Packages are Removed as They are Imported in a satellite-sync Operation

Issue

When an admin performs a Satellite-Sync against an given export, packages are removed from export making the export useless for further syncs/imports. It is not feasible to have the exports on read only media at all times to work-around the issue.
