Unexpected "Instance not resizing, skipping migration" caused by nova evacuation in Red Hat OpenStack Platform 8
Issue
/var/log/nova/nova-compute.log is constantly logging the following WARNING message for completed migrations
2017-01-13 19:24:20.638 39788 WARNING nova.compute.resource_tracker [req-<request UUID> - - - - -] [instance: <instance UUID>] Instance not resizing, skipping migration.
