Multipathd fails to start on RHEL 7

Issue

On a RHEL 7 system multipath is not working once the system reaches multi-user.target
# systemctl status multipathd shows multipathd in a failed state.
# systemctl restart multipathd and # systemctl start multipathd will put multipathd in an active (running) state despite the initial failed state.
