nova service-list shows nova-compute flapping

Issue

• nova service-list consistently shows nova-compute service going up and down
• nova-compute service is flapping
• nova service-list and nova-compute seems unstable in service status
• nova service polling consistently bringing down nova-compute
• The ComputeFilter is repeatedly denying any hypervisors to be provisioned on, with the error No valid hosts are found.
