RHV VMs are started incorrectly on other hypervisor when it's already running in one hypervisor

Issue

  • HA VMs was incorrectly started on other hypervisor causing split brain after a network outage between RHV-M and hypervisors.
  • This cause the corruption of HA VMs because two qemu-kvm process was writing in the same image.
