lvcreate command fails with error: Operation not permitted

Issue

When trying to perform certain LVM operations, such as lvcreate, lvextend or vgremove, an Operation not permitted error is raised:
```
$ lvcreate -L 100M -n testvg testlv
/dev/dm-11: write failed after 0 of 4096 at 28672: Operation not permitted 
```
