NetworkManager ignores PEERDNS=no and updates /etc/resolv.conf

Issue

NetworkManager updates /etc/resolv.conf even though PEERDNS=no is set in /etc/sysconfig/network-scripts/ifcfg-* files.

At NetworkManager version 1.4.0-12.el7 there is a bug which sometimes makes NetworkManager to clear /etc/resolv.conf after it was restarted. This only happens while dns=none isn't set in NetworkManager configuration file.
