Users are unable to use crontab, it fails with error "(username) AUTH (crontab command not allowed)"

Users are unable to use crontab, the command fails with the following error.
$ crontab -l (user1) AUTH (crontab command not allowed) -
Users are listed in /etc/cron.allow file.
# cat /etc/cron.allow user1
