[Satellite6] Upgrade to Satellite 6.2 fails with "Upgrade step remove_event_queue failed"

Issue

• upgrading Satellite 6.0/6.1 to Satellite 6.2
• upgrade script fails with following error

Upgrade Step: remove_event_queue...
    Failed: Exception: Exception from Agent: {u'error_code': 7, u'error_text': 'not-found: Delete failed. No such queue: xxx.yyy-zzz.aa.bb.cc:event (/builddir/build/BUILD/qpid-cpp-0.30/src/qpid/broker/Broker.cpp:1485)'}
