maxcpus Parameter Causes Kernel Panic in Microsoft Azure Virtual Machines

Issue

The maxcpus kernel parameter allows you to limit the number of active CPUs. Be aware that using this parameter on a Red Hat Enterprise Linux (RHEL) 7.2 or 7.3 virtual machine (VM) running in Microsoft Azure results in kernel panic.
