Red Hat Satellite 6 : qpidd logs "Node not found" or "NotFound: no such queue:" for pulp.agent.*

Issue

• Errata or package cant be installed to some clients,
  • /var/log/messages is then logging error Error on attach: Node not found: pulp.agent.0c7864d4-2afb-47f0-b993-5978c768c008.
• Some host can not be unregistered
  • Underlying task fails on Actions::Pulp::Consumer::Destroy step and /var/log/messages form that time contains NotFound: no such queue: pulp.agent.25f006ba-edaf-432f-8daf-4ac2e58a6792 error
