Openstack Quantum services fail to start.
Service status shows an error like:

quantum.openstack.common.cfg.ConfigFileParseError: Failed to parse /etc/quantum/l3_agent.ini: at /etc/quantum/l3_agent.ini:29, Unexpected continuation line: ' use_namespaces = False'

Openstack Quantum Folsom Release
All quantum services using the common quantum *ini parser.
