Multiple digit index for controlling node placement with director?

Issue

• According to the official documentation of Red Hat OpenStack Platform 8, it is possible to control node placement:

parameter_defaults:
  ControllerSchedulerHints:
    'capabilities:node': 'controller-%index%'

• Is it possible to have the index start on two digits, or three? For example: controller-00, controller-011, and so on?
