Is it possible to have the Redhat telnet logon behave as the AIX logon?

On AIX - When a user telnets into the system and enters a carriage return at the logon prompt (no user-id is entered, just a carriage return), the logon prompt is re-displayed.

On Redhat ES 6 - When a user telnets into the system and enters a carriage return at the logon prompt (again - no user-id is entered, just a carriage return), the password prompt is displayed.
