nova-novncproxy does not work after systemd-journald restarts

Issue

• When systemd-journald restarted, the console connection from Horizon web interface to the VM does not work anymore until nova-novavncproxy is restarted using :

# pcs resource restart openstack-nova-novncproxy-clone
