AWS Enhanced Networking requires ixgbevf driver version 2.14

Issue

• Amazon AWS documentation Enabling Enhanced Networking with the Intel 82599 VF Interface on Linux Instances in a VPC requires ixgbevf driver module version 2.14 or later
• RHEL 6.8 with kernel-2.6.32-642.el6 series has a driver based on 2.12
• RHEL 7.2 with kernel-3.10.0-327.el7 series has a driver based on 2.12
• AWS instance has eth: error fetching interface information: Device not found" in boot logs
