Reposync on a custom channel syncing same packages multiple times

Issue

Running a reposync on a custom channel multiple times results in the same packages being synced multiple times. The packages appear to be available in the channels in satellite. The spacewalk-repo-sync seems to think the packages aren't in the channel and tries to re download them.
