Unable to start an instance using SR-IOV with ml2_cisco plugin for ucsm.
Issue
When starting an instance using SR-IOV, the following error appear :
nova.compute.manager [instance: b431e86b-0e65-48c6-b0e2-68610fd3e825] InternalServerError: update_port_precommit failed.
