Volume extra specs not being applied on bootable block volume created from horizon dashboard.

Issue

• Extra specs are correctly been applied while attaching a scaleio volume to an already running instance however these specifications are being ignored if we use the scaleio backend as primary boot block backend (create instance from image and create volume).
• Why volume extra specifications for cinder volume doesn't applies while launching an instance from horizon choosin "Boot from image(creates a new volume) ?
• Why bootable cinder volume in horizon dashboard is getting created with volume_type of None ?
• Cinder scheduler_default_filters schedules the volume on correct backend, but does not create the volume as the correct type and thus it has no extra specifics.
