puppet agent gives error: "certificate/ca?fail_on_404=true resulted in 404"
Issue
When running puppet agenttv` on host the following error is received
ServerHostname puppet-agent[1229]: Could not request certificate: Find /ORG_environment_Library/certificate/ca?fail_on_404=true resulted in 404 with the message: Not Found: Could not find environment 'ORG_environment_Library'
