Cinder does not work with SSL in OSP 9

Issue

There is a bug in Mitaka: https://bugs.launchpad.net/cinder/+bug/1590901 and it seems to be in OSP 9 as well.

cinder list results in:

ERROR: SSL exception connecting to https://e1-vcontrol-105.eng1.moc.edu:8776/v2/9a123f0541d946d3a21484b0e74fd28b/volumes/detail: [SSL: UNKNOWN_PROTOCOL] unknown protocol (_ssl.c:765)
