Users are unable to change their own passwords but root can
Issue
Users are unable to change their own passwords when their passwords have expired but root can.
If an user is logged in via putty, the putty session auto closes after providing a new password but the user cannot log onto the server with the newly updated password.
If the user is changing his/her passwords physically on the server, the following can be seen:
$ whoami
asmith
$ passwd
Changing password for user asmith.
Changing password for asmith.
(current) UNIX password:
New password:
Retype new password:
passwd: Authentication token manipulation error
