How to disable JMS access control completely on A-MQ 6.x

Issue

By default, an A-MQ 6.x broker is inaccessible to JMS clients because no user credentials are defined. Red Hat anticipates that administrators will enable at least one authenticated JMS user. However, in some circumstances it might be desirable to disable access control completely.
