Unable to use Hitachi backend for Cinder.

Issue

• I followed the instructions from Hitachi to configure CCI and validated that HORCM raidcom commands works from the controller. Next we are attempting to create a volume using Horizon. This fails with cinder-scheduler reporting the following error:
