Availability is not being updated for one or more resources in JBoss ON inventory due to: Skipping mergeAvailabilityReport() for stale resource
Issue
- Agent's platform is reported as available even when agent is shutdown
- stop updating events
- no events update

Server log contains the following message:
INFO [org.rhq.enterprise.server.measurement.AvailabilityManagerBean] Skipping mergeAvailabilityReport() for stale resource [Resource[id=10008, uuid=null, type=<null>, key=null, name=null, parent=<null>]]. These messages should go away after the next agent synchronization with the server.... -

- Red Hat JBoss Operations Network (ON) 3.1.0, 3.1.1, 3.1.2
- Availability is not being updated for one or more resource's
- One of the following:
- Agent is up and running and sending availability reports but the availability of its managed resources are not reported as being up
- OR: Agent has been shutdown but it's platform and or child resources continue to report as being up
