Cisco ACI is not seeing the MAC for the ControlPlane VIP moving when failing over from one controller to another

Issue

unable to reach control plane VIP on 2 of the three controllers in a Cisco ACI environment.

crm_resource --resource ip-<IP address> --move 

In a fresh OSP 8 deployment, depending on what controller the VIP starts, it may or may not be pingable due to MAC being listed in ARP table of Switch for a previous node. If one moves the VIP from current server to existing server where the ARP entry in the switch exists, it is pingable. The issue is that when moving the VIP, the ARP table in the switch isn't being updated

This happens consistently in Cisco ACI environments and can not be reproduced in non-Cisco ACI environments.
