glusterd is intermittently not starting up during reboot

Issue

During reboots, glusterd may not start with the following 'Network is unreachable' error:

[2016-09-16 13:42:12.424586] E [socket.c:3147:socket_connect] 0-management: connection attempt on  failed, (Network is unreachable)
