Bond with VLAN tagging does not consistently work for SR-IOV VFs inside a VM guest

Issue

• Guest bond over VFs with VLAN tagging does not work as expected after bond failover.
• Connectivity is lost to a guest VM using VFs with bonding and VLAN tagging when there is a bond failover.

• An error from the ixgbe module is seen on the host when failover occurs:

  ixgbe 0000:01:00.0 em1: VF 0 requested MACVLAN filter but is administratively denied
