Unable to restart DS after reboot

Issue

Customer was unable to restart the IPA embedded DS after rebooting the host. The customer was seeing the following messages in the DS' errors log:
[10/Sep/2016:09:03:33 +0200] - Unable to access nsslapd-rundir: Permission denied
[10/Sep/2016:09:03:33 +0200] - Ensure that user "dirsrv" has read and write permissions on /var/run/dirsrv
[10/Sep/2016:09:03:33 +0200] - Shutting down.

Customer worked around the issue by manually changing permissions on the following files:
mkdir /run/lock/dirsrv
mkdir /run/lock/dirsrv/slapd-EXAMPLE
mkdir /run/lock/dirsrv/slapd-EXAMPLE/exports
mkdir /run/lock/dirsrv/slapd-EXAMPLE/imports
mkdir /run/lock/dirsrv/slapd-EXAMPLE/server
mkdir /var/run/dirsrv
chown -R dirsrv:dirsrv /var/run/dirsrv
chown -R dirsrv:dirsrv /run/lock/dirsrv
