After Live Migration of Windows Guests, instance is not accessible.
Issue
- if we do a telnet on port 3389, it works even after the migration (so the TCP/IP stack is still OK)
- the VNC console is not usable (black screen)
- RDP is not working
- live migration of Linux guests is working well no error is reported in nova debug logs.

- Red Hat OpenStack Platform 8.0
- qemu-kvm-rhev-2.3.0-31.el7_2.13.x86_64
