Command 'openstack network list' responds with HTTP endpoint when neutron endpoint is HTTPS

openstack network listis not able to complete. -
Why am I unable to list networks using
openstack network listcommand on a user machine? -
When I run
openstack -vvv network liston a user machine, the following error appears:
