Upgrading a self-registered Satellite to 6.2 fails due to missing packages

Issue

While upgrading Satellite Server to 6.2 the upgrade script attempts to install additional packages which are not available and the process fails.
The base system of a self -registered Satellite Server gets packages from the repositories in Satellite Server, however the upgrade process requires stopping katello before doing the yum update step, therefore all packages must be obtained and made available to the base system in some other way.
