How flow-to-disk limit policy is applied to durable messages in qpid broker?

Issue

  • What does 'flow-to-disk' mean when a queue is persistent, and all the messages are persistent? That is, when 10% of the total Queue space requirement is in Memory (max-queue-count, max-queue-size) and the entire queue is on disk (file-count, file-size).
  • To discard messages rather than offload them to the disk, can be ring policy used instead of flow-to-disk?
